Aparatur Sipil Negara dan Reformasi Birokrasi

Abstract


One of the product of bureaucracy reformation in Indonesia is the ratification of Law No. 5/2014 on Civil Servant (ASN, Aparatur Sipil Negara), replacing the previous Law No 8/1974 jo Law No.43/1999 on the officials body and the changes. Civil Servant law aimed at building civil servant with integrity, professionalism, neutrality, free from political intervention, clean from corruption practice, collusion, and nepotism, also the ability to administer public service and playing a role as the entity in ensuring the unity of the nation based on Pancasila and UUD 1945. Bureaucracy reformation through the implementation of law Civil Servant will be considered successful if some requirements are fulfilled. First, government and public, together,  must develop a professional, innovative, dependable, and clean leadership tradition capacity. Second, Government must execute a meritocracy civic government official management in a consistent and sustainable way. Third, government and public have to implement control on government official practices based on applied norm, standard, and ethical code. The control enables to keep the integrity of government officials through a justified and forceful law enforcement on officials convicted in violation of the law. Fourth, to boost critical power of public in controlling bureaucracy in implementing government’s tasks.
